The City of Philadelphia’s Office of Children and Families (OCF) is pleased to announce the application process for childcare providers interested in PHLpreK seats for the 2026-2027 school year. The City funded 5,250 quality pre-Kindergarten (Pre-K) seats at over 230 locations in the current 2025-26 school year and plans to expand in the 2026-27 school year.
UPDATE: Notification of funding is expected by January 2026.

Request for Qualifications (RFQ) for New Provider Locations
This application is a request for qualifications for new provider locations and is designed to develop a pool of Providers to be considered for slot awards in the 2026-2027 program year to support program expansion or redistribution for existing contracts.
All applicants are encouraged to attend an FY27 Application Info Session. Application Info Sessions include an overview of the application process, eligibility requirements, and a Q&A. All sessions have translation available in multiple languages.
