FY21 PHLpreK Application and Funding Timeline – COVID-19
Update from April 20, 2020
Due to the extraordinary circumstance regarding the Novel Coronavirus (COVID-19) outbreak and the impact the business interruption may have on programs when business resumes, the Office of Children and Families (OCF) is modifying the process for awarding seats for FY 21.
FY20 Contracted PHLpreK Locations seeking to continue as PHLpreK Providers in FY21
OCF intends to renew contracts for FY21 for currently contracted PHLpreK locations that are in good standing with DHS, Keystone STARS and PHLpreK. Information from the Letter of Interest and FY20 compliance monitoring performance data will be utilized to determine the proposed FY21 slot allocation. These locations will not have to submit a full application. If you have already applied, we sincerely appreciate your efforts. Details regarding specific slot awards will be sent at the end of May at which time providers will have an opportunity to indicate their intent to continue as a PHLpreK provider in FY21 and their capacity to accept the proposed slot allocation, either in full or in part.
New Provider Locations seeking to become PHLpreK providers
New provider locations who completed the Letter of Interest and were determined eligible or conditionally eligible to move forward to the full application phase will need to submit an application by May 29, 2020 at 5:00 p.m. in Reviewr. The application data sheet, narrative questions, and criterion will remain the same. Some required uploads have been made optional in the application to accommodate applicants with limited access to documents as a result of the COVID-19 business interruption. This information will be gathered at a later date for successful applicants. Programs that applied by the original deadline of April 7, 2020 do not need to resubmit another application. The submitted application will be reviewed. All other applicants may begin entering information into Reviewer upon receipt of this announcement.
All applications submitted by May 29, 2020 will be reviewed to determine a “pre-qualified” pool of potential PHLpreK providers only. Providers determined to be “pre-qualified” will be on a waitlist to be considered for slot awards for the FY21 program year and will be awarded a contract only if further reallocation of current FY20 slot allocations is needed or if funds are available for expansion in FY21.

All awards are contingent on the availability of City funds. The impact of COVID-19 to the application process will continue to be monitored and any updates will be posted to the PHLpreK website.
