2020-2021 Letter of Interest (LOI)

The Mayor’s Office of Education plans to expand the number of PHLpreK seats in September 2020 to 4,300 seats. Grant awards of $8,750 per child will be available to eligible applicants to provide a minimum of 5.5 hours of instructional time per school day for 180 days in school year 2020-2021.  

To begin the application process, all providers must submit a Letter of Interest (LOI) through this online form:

The LOI and supporting materials must be submitted through the online form by 5:00 p.m., Philadelphia local time, December 20, 2019.

Please note: This Letter of Interest is required for all sites wishing to become a part of PHLpreK in FY21. This includes locations that are not contracted in the PHLpreK program in FY20 and programs that are currently funded.  PHLpreK Providers funded in the FY20 fiscal year are required to submit an LOI for their currently funded location.

Questions Relating to the Letter of Interest

All questions concerning this Letter of Interest must be submitted in writing via email to PHLpreK@PHMC.org  no later than Monday, December 9, 2019 at 5:00 pm local Philadelphia time, and may not be considered if not received by then.  PHMC, in collaboration with the City, will respond to questions it considers appropriate to the Letter of Interest and of interest to all Applicants, but reserves the right, in its discretion, not to respond to any question.  Responses will be posted by Wednesday, December 11, 2019 on the PHLpreK website at www.phlprek.org.  PHMC and the City reserve the right, in its discretion, to revise responses to questions after posting, by posting the modified response.  No oral response to any Applicant question by any PHMC or City employee or agent shall be binding on the City or in any way considered to be a commitment by the City.

To learn more about PHLpreK and the application process, providers may attend one of the scheduled information sessions in December. The information sessions are optional but recommended. Questions may be directed to PHLpreK@phmc.org.
